Negotiated Flight Exemptions

Washington may allow narrow aviation exemptions if Baghdad and Abu Dhabi demonstrate strong controls over sanctioned airlines, payments, and cargo manifests. This would preserve the sanctions architecture while reducing pressure on civilians and regional airport operations.
