A forensic investigation by the Foundation for Defense of Democracies uncovered a Qatar-run operation that used fraudulent news websites and non-governmental organizations to shape public perception. The network sought to discredit the Qatargate corruption scandal by targeting more than 250 Americans and accusing them of exercising malign influence.

The analysis was conducted by the organization's Center for Analysis of Complex Terrorist Infrastructure, which linked the fake watchdogs and media sites to the interests of the Qatari government. These entities were designed to appear as independent monitors to advance state agendas and undermine individuals scrutiny of the state's foreign influence.
