PSA is compensating affected customers based on the maximum insured value each person declared before grading. This contractual limit between customers and PSA may not restrict the carrier's obligations; under the Carmack Amendment, interstate motor carriers are generally liable for the actual loss of goods in their care unless they can prove the loss fell under a narrow exception.
