Data centers in Texas with existing permits will be allowed to complete their construction through at least 2028, as Governor-elect Gina Hinojosa pledges not to halt active project timelines. The window of protection is intended to cover nearly all facilities currently scheduled for delivery through 2027 and a portion of 2028.
Hinojosa plans to introduce legislation for new permits for projects delivered in 2028 and 2029, which would require companies to pay taxes and employ union labor. The proposed rules also require new facilities to ensure that consumer energy prices do not rise and that water availability for residents remains unaffected, with the goal of securing blue collar jobs and property tax revenue for rural towns.
