The Navy decides that the fastest path after the Constellation failure is to keep Fincantieri Marinette Marine in the frigate competition, but with tighter requirements and a less customized design. This outcome is plausible because Fincantieri already has U.S. facilities, a FREMM lineage, and political support in Wisconsin, even though capacity remains a constraint.
