The Finance Ministry and a Storting majority accept the panel's core recommendation, allowing the Government Pension Fund Global to own more conventional defense stocks. This is the most likely path because NATO rearmament, Ukraine-related security concerns and peer-fund practice all support a narrower ethics screen rather than a blanket defense stigma.
