Assume that by the resolution date the United States and North Korea restart a leader-level meeting or formal nuclear-related diplomatic process, with participation or public authorization by the U.S. president or State Department and an identified North Korean government counterpart. The process concerns North Korea’s nuclear or missile program, a freeze arrangement, sanctions enforcement, sanctions exemptions, diplomatic normalization, or security guarantees. No U.S.-backed sanctions easing, freeze-for-relief arrangement, or explicit U.S. policy accommodation of North Korea’s nuclear-weapons status has yet taken effect or been formally adopted within the observation window.
