Russia absorbs the 15,500 additional posts largely through contract recruitment, retention bonuses, and reallocation inside the Ministry of Defense. The increase reinforces the long-running expansion toward a 2.4 million-person force but does not immediately change the battlefield tempo in Ukraine.
