Negotiated Permit Fix

Orsted, BOEM, and the Interior Department could avoid a binary court ruling by negotiating supplemental mitigation, monitoring, or reporting conditions. This would fit a pattern in which the administration claims tougher oversight while avoiding compensation claims from a full shutdown of an operating asset.
