Upgrade Delayed

A delay is plausible if validators argue that doubling the compute ceiling too soon after 150ms finality and 200ms slots could increase operational costs or skipped slots. This would not be a crisis, but it would slow the narrative that Solana can safely compound performance upgrades every few weeks.
