The most likely path is that a state-directed review finds Cornell mishandled some reporting, discipline, or victim-support obligations without concluding that senior leaders intentionally covered up the case. Gov. Kathy Hochul would press Cornell to accept outside oversight and concrete reforms rather than pursue a prolonged public fight with the university.
