Ankara is moving to formally station troops and technical specialists within the Kingdom of Saudi Arabia as part of a new trilateral security arrangement. A ruling AK Party lawmaker stated that Turkey will seek a parliamentary mandate to deploy specialists in air defense and electronic warfare who are prohibited from participating in offensive operations. The government will present this mandate for approval immediately after lawmakers ratify the underlying defense treaty.
The Mecca Joint Defence Agreement, signed in August by Turkey, Saudi Arabia, and Pakistan, establishes a collective defense system where an attack on any member is treated as an attack on all. The alliance was activated following Houthi militia strikes on Riyadh’s King Khalid International Airport and energy sites. While Pakistan has already deployed fighters and support aircraft to King Abdulaziz Air Base, both Ankara and Islamabad have explicitly excluded combat operations inside Yemen from their commitments.
