Gradual LNG Reset

Vietnam keeps LNG in its power plan but accepts that the original 18-project timetable is unrealistic. The government focuses on bankability fixes, including power purchase agreements, fuel cost pass-through, and foreign-exchange risk allocation, allowing only a handful of projects to advance before 2028.
